The following are the results of the sex offender sweep conducted in Scott County October 26th - 29th 2014:
Current number of registered Sex Offenders in Scott County: 338
Number of sex offenders found to be compliant in Scott County with the Iowa sex offender registry: 329 Overall compliance: 97 %
Number of non-complaint sex offenders: 9
Further investigation is being conducted. Charges will be filed on those found to be non-compliant with the Iowa sex offender registry.
The sex offender sweep was conducted by the Scott County Sex Offender Task Force. The following agencies assisted with the sweep: Scott County Sheriff's Office, Davenport Police Department, Bettendorf Police Department, US Marshal's Service, Iowa Division of Criminal Investigations (DCI), Iowa Sex Offender Registry, Department of Correction Services, 7th Judicial District, Department of Human Services (DHS) and the Scott Emergency Communications Center (SECC).

On October 30, 2014, at approximately 5:45 p.m. detectives with the Scott County Sheriff's Office took an adult male into custody for allegedly enticing a female minor. The subject was identified as follows:

John Michael Riepe, age 30, a resident of Davenport.

Charge: Enticing a Minor, a class D felony.

Riepe is accused of communicating with an undercover Sheriff's Office detective via text messages who he believed to be a 15 year old female. Riepe communicated with the female minor over a five week period and

made arrangements to meet with the female minor for the purposes of engaging in a sexual act.

When Riepe arrived at a predetermined location in Bettendorf on today's date to meet the female minor, he was taken into custody without incident. Riepe was transported to the Scott County Jail and held on a bond set in the amount of $5,000.00. A photo of Riepe can be obtained at www.scottcountyiowa.com under "Sheriff's JailInmate Listings."

The Scott County Sheriff's Office was assisted in today's arrest by the Bettendorf Police Department and the US Marshal's Office.

The investigation is still on-going and no further information is being released at this time.

This is a follow up to the Davenport Police Department Officers' involved shooting on Monday, September 22, 2014 which occurred at 2814 Fair Avenue in Davenport.
The four Davenport Officers involved in the incident are as follows:
Corporal Seth M. Farley, 8 year veteran of the department.
Officer Nathan A. Kelling, 9 year veteran of the department.
Officer Bryan E. Grothus, 5 year veteran of the department.
Officer Matthew J. Lovelady, 4 year veteran of the department.
The incident is on-going and is being investigated by the Scott County Sheriff's Office along with assistance from the Iowa Department of Public Safety, Division of Criminal Investigations (DCI).

This is a follow up to the news release provided earlier today by Major Don Schaeffer with the Davenport Police Department.

The deceased subject involved in the incident has been identified as:

James Allen Cave, age 54, a resident of Davenport.

An autopsy for Cave has been scheduled for Wednesday, September 24, 2014 at the University of Iowa Hospitals.

The incident is on-going and is being investigated by the Scott County Sheriff's Office along with assistance from the Iowa Department of Public Safety, Division of Criminal Investigations (DCI).

An additional arrest has been made in reference to the shooting of 43 year old Gabriel Almanza of Davenport which took place on July 28, 2014 in the 20,000 block of 210th Street in rural Scott County.

Today, at approximately 3:15 p.m. Scott County Sheriff's Office Detectives along with Officers of the Davenport Police Department took into custody the additional suspect after a foot pursuit in the 6400 block of N Harrison Street on an arrest warrant. The suspect has been identified as follows:

Terrace Tyrone Perkins, age 38, a resident of Davenport.

Perkins was charged with the following related to the shooting:

Robbery 1st Degree, a Class B Felony with a cash bond of $300,000.00.

At the time of today's arrest, Perkin's was found to be in possession of controlled substances and drug paraphernalia. Therefore, Perkins was charged with the following additional charges:

Possession of a controlled substance suspected of being marijuana, a serious misdemeanor with a bond of $1,000.00

Possession of a controlled substance suspected of being crack cocaine, a serious misdemeanor with a bond of $ 1,000.00

Possession of drug paraphernalia, being two glass narcotic pipes, a simple misdemeanor with a bond of $300.00.

Today's additional arrest of Perkins concludes the investigation. No further arrests are expected to be made.

This is additional information reference the shooting that took place in the 20,000 block of 210th Street, rural Scott County on Monday, July 28, 2014.

The victim in the shooting has been identified as Gabriel Almanza, age 43, a resident of Davenport. Almanza is recovering from two gunshot wounds at a local hospital. He is in stable condition.

A blue 1999 Ford Windstar minivan, Iowa license plate number 016 RIX is listed as stolen. The suspects fled the scene in the minivan. The minivan's whereabouts is unknown at this time. The public is asked to call 911 if the minivan is located. A photo of the minivan is attached. Please note the driver's side door has been replaced and is a teal or green in color. The minivan also has damage to the rear from a previous unrelated accident.

The suspects are two black males. Both are believed to be approximately 30 years of age. One is approximately 5-09 and 130 lbs. The other is approximately 5-06 and 140 lbs. They are considered armed and dangerous.

The incident remains under investigation.

The Blue 1999 Ford Windstar minivan that was involved in the Shooting case on Monday morning has been recovered. This van was stolen from the shooting victim by the suspects after he was shot and left along 210th street.

The blue 1999 Ford Windstar minivan, Iowa license plate number 016 RIX was recovered in the Northern part of Davenport tonight at approximately 4:15pm. The suspects were not found near the van and are still at large. The van is evidence and is being processed at this time.

A citizen called the authorities after seeing the news reports of the case and the description of the van. I want to thank you all for your coverage which helped this case along tremendously!

On Monday 07/28/14 at approximately 0520 hours, the Scott Emergency Communications Center (SECC) received a 911 call from a male subject who advised that he had been shot multiple times in his legs and was lying in a roadside ditch. The man was able to describe his general location and was located by Scott County Deputies a short time thereafter in the 20000 block of 210th Street, in rural Scott County.

The man was transported to a local hospital and underwent surgery. He is listed in fair condition. He is 43 years of age.

A blue 1999 Ford Windstar minivan, Iowa license plate number 016 RIX is believed to be connected to the incident. The van's whereabouts are unknown at this time. The public is asked to call 911 if the minivan is located.

The victim's identity is not being released at this time along with no suspect information. No arrests have been made.

The incident remains under investigation.

On Wednesday, July 02, 2014 at approximately 1010 hours, the Scott County Sheriff's Office responded to the area of Scott Community College (SCC) reference a report of a female who had been physically assaulted.

Just minutes prior to the assault, the 47 year old female parked at SCC to watch a PV/Central high school baseball game. As she was exiting her vehicle, she was approached and physically pushed back into her vehicle by a male subject. The female struggled back, honking her vehicle horn and yelling.

She drew the attention of spectators at the game. The male subject took off running toward SCC, as a few spectators ran after him and kept view of his whereabouts. The spectators initiated a call to the Scott Emergency Communications Center (SECC) who in turn dispatched Deputies. A Deputy was able to take the male subject into custody shortly thereafter without incident.

The female while visibly upset by the incident, was not seriously injured.

The female did not know the male subject prior to the incident.

The male subject was identified and charged as follows:

Name: Anthony Duane Williams, Jr, age 24, a resident of Rock Island.

Charges:

1 count of Burglary 2nd Degree, a class "C" felony.

1 count of Driving While Revoked, a simple misdemeanor.

William's total bond on the charges filed is $ 10,300.00.

On Wednesday, April 16, 2014, members of the Scott County Sex Offender Task Force lead by the Scott County Sheriff's Office with the assistance of the Davenport Police Department, U.S. Marshal's Service, Department of Correctional Services (DOC) and Department of Human Services (DHS) continued the investigation and served arrest warrants this morning as a follow-up to the recent sex abuse investigation at the Patriot Mobile Home Park. The following subjects have been charged as follows:

 

Name: Sherry Ann Oats, age 48, a resident of Davenport.

Charges:

4 counts of Child Endangerment

1 Count of Child Endangerment W Bodily Injury

 

Name: Sarah Melissa McConnell, age 34, a resident of Davenport.

Charges:

1 Count of Child Endangerment

3 Counts of Child Endangerment W Bodily Injury

 

Name: Shaneka Marie Posey, age 23, a resident of Davenport.

Charges:

2 Counts Child Endangerment W Bodily Injury

 

Name: Jenni Marie Jenkins, age 29, a resident of Davenport.

Charges:

1 Count Child Endangerment W Bodily Injury

 

Name: Jessica Lee Epping, age 29, a resident of Davenport.

Charges:

1 Count of Child Endangerment (warrant was served 04/09/14. Since then released from custody).

 

Name: David Lee Conger, age 49, a resident of Davenport.

Charges:

1 Count of Violation of the Sex Offender Registry, 2nd offense, a Class D Felony

1 Count of Possession of Drug Paraphernalia, a Simple Misdemeanor

Child Endangerment is an Aggravated Misdemeanor

Child Endangerment W Bodily Injury is a Class D Felony

 

The females charged with Child Endangerment are accused of knowingly allowing children to be under the custody and control of registered sex offenders. Some of the incidents resulted in a sex abuse act being committed.

Upon conclusion of the warrants being served this morning, the Patriot Mobile Home residents received a neighborhood notification from task force members which informs residents of all the registered sex offenders living in the Mobile Home Park.

This concludes all charges that are anticipated to be filed in this investigation at this time.

On Tuesday, 12/17/13 at approximately 8:25 a.m., the Scott County Sheriff's Office took a report from a concerned citizen of a suspicious person and vehicle near the Neil Armstrong Elementary School in Park View. The suspicious person and vehicle resembled some of the same characteristics as those reported recently in rural Scott County and Davenport. The vehicle was gone upon the Deputies' arrival, but the citizen had obtained a plate number.

The subject was found to be from the Clinton area. A Scott County Detective along with the assistance of a Clinton Police Detective followed up on the reported information. It was found that the subject had legitimate business in the area and is no longer being looked at as a suspicious person.

The Scott County Sheriff's Office appreciates the efforts of the citizen in this circumstance and encourages citizens to be vigilant and immediately report suspicious information, especially related to activity around schools or involving children.
