Sheriff Dennis Conard was announced as a co-recipient for the J. Stannard Baker Award for Highway Safety at the National Sheriff's Association Annual Conference which was held last week in Fort Worth, Texas.

The award is sponsored by the U.S. Department of Transportation/National Highway Traffic Safety Administration, Northwestern University, and the Center for Public Safety and OnStar. The J. Stannard Baker Award for Highway Safety is presented annually to a deputy sheriff or officer who has shown unusual initiative directly related to highway safety.

Since 2003, Sheriff Conard has served as Vice-Chair of the National Sheriff's Association Traffic Safety Committee. He has been a part of working groups that have dealt with suspended drivers, distracted driving and traffic enforcement enhancement for Sheriff's offices.

This award honors the late J. Stannard Baker who made significant contributions to highway safety. Mr. Baker served as Director of Research and Development at the Northwestern University Traffic Institute (now the Center for Public Safety) for over thirty years. During that time he focused on the causes of traffic crashes and on the techniques of collision investigation and reconstruction. He was known throughout the world as the "father of accident investigation." Mr. Baker's groundbreaking textbook, Traffic Accident Investigation Manual, is the worldwide standard.

On Monday, June 23, 2014 at 09:00, the Scott County Sheriff's Office will hold a Swearing In Ceremony at the Sheriff's Office on second floor of the Scott County Courthouse. Due to a deputy sheriff vacancy, Travis Bulman has been hired as the newest deputy sheriff of Scott County.

Travis Bulman was born in Waukon, Iowa and graduated from Clarke Community High School in Osceola, Iowa. Travis received his Associates degree from Kirkwood Community College in 2013, joined the Scott County Reserves in October, 2012 and was sworn in as a reserve deputy in June of 2013. Travis said he has wanted to get into law enforcement since he can remember, as his grandfather was a police officer for the City of Waukon and his great grandfather served as Sheriff of Allamakee County and was killed in the line of duty.

Travis enjoys softball, basketball, golf and snowboarding. Travis has been married to his wife Emily since 2007 and they have two dogs.

On Monday, June 9, 2014 at 9:00 a.m., the Scott County Sheriff's Office will hold a promotional ceremony on the second floor of the Scott County Courthouse in the Sheriff's Administration Conference room. Deputy Ryan Lage will be promoted to the rank of sergeant. Deputy Lage served in the United States Air Force from 1995 to 2000. He began his career with the Sheriff's Office as a correctional officer in the Scott County Jail from 2000 to 2005, where he was promoted to the rank of jail sergeant and has been a Scott County deputy sheriff from 2005 to present. Deputy Lage is a Standardized Field Sobriety Test instructor and a former instructor in ASP Baton, pepper spray and defensive tactics. Ryan and his wife have 2 children and reside in Eldridge.

On May 6th starting at 5:30 p.m. in the Rogalski Center at St. Ambrose University, the Scott County Sheriff's Office will be hosting its 8th Annual Volunteer Recognition dinner. The theme of this year's recognition dinner is "Volunteers are the Key".

This dinner is held to recognize the work of those individuals who provide programming services to inmates in the Scott County Jail.

Programs in the Jail range from faith based, Center for Alcohol Services, G.E.D., anger management, life skills and occupational skills.

For the next two days, a film crew from the National Institute of Corrections (NIC) will be filming in the Scott County Jail as part of the NIC's process of udating the information they provide on direct surpervision jail operations.

This will be a 30 minute training and informational DVD produced by NIC called "Jails of America." Four counties nation wide have been selected to help produce this second addition, which demonstrates the principals of direct supervision in the jail setting.

Travel in rural Scott County is not recommended due to extremely limited visibility from blowing snow. If you must travel, use extreme caution, make sure you have a severe weather travel kit and that someone knows your travel route and estimated time of arrival.

Due to these travel conditions, help could be delayed in getting to your emergency.

On December 5, 2013, at approximately 10:16 p.m., correctional officers at the Scott County Jail, while making their security rounds in the housing units, found Oscar Orlando Najera, date of birth 02/02/59, unresponsive. Correctional staff, as well as medical staff, attended to Mr. Najera. Fire and Medic were called and later he was pronounced deceased at Genesis Hospitals at approximately 11:08 p.m. Mr. Najera had been in the Scott County Jail since being booked in on 11/15/13 for the charge of Intoxication 3rd degree. During his book in, he had stated his last known residence was Rock Island, Illinois.

Attempts to locate next of kin have been unsuccessful. Cause of death has not been determined at the present time. An autopsy has been scheduled for tomorrow. Results of toxicology tests are pending.

Andrew Lellig was born and raised in Davenport and graduated from Davenport Central High School in 2007. He joined the Police Explorers in the summer of 2005, attended the University of Wisconsin Platteville for one year and graduated from St. Ambrose University in May, 2011 with a criminal justice degree. Andrew was sworn in as a reserve deputy sheriff in January, 2011 and was hired as an Eldridge police officer in August, 2012. Andrew graduated from the Iowa Law Enforcement Academy in December, 2012 and has served the City of Eldridge since that time. Andrew currently resides in Davenport.

On Tuesday, November 12, 2013 at 9:00 a.m., the Scott County Sheriff's Office will hold a promotional ceremony on the second floor of the Scott County Courthouse in the Sheriff's Administration Conference room. Deputy Joseph McDonough will be promoted to the rank of sergeant.

Deputy McDonough was raised in Davenport and is a graduate of Davenport West High School. Deputy McDonough graduated from St. Ambrose University and began his career with the Scott County Sheriff's Office in January, 2005 where he has served in the Patrol Division and the Civil Division, and was a member of the Emergency Services Team from 2009 to 2013. Joe and his wife Angie have 2 children and reside in Davenport.
