Legislation Establishes State Ombudsperson to Educate Owners and Help Resolve Disputes

CHICAGO - Governor Pat Quinn today signed a new law that will help protect condominium owners and associations across Illinois. The legislation creates a position within the Illinois Department of Financial and Professional Regulation to help resolve disputes and to educate condominium owners. Today's action is part of Governor Quinn's agenda to protect property owners across Illinois.

"This new law will give condominium unit owners alternatives to litigation as they work to resolve disputes," Governor Quinn said. "By helping prevent potentially expensive litigation the Condominium Ombudsperson can help keep costs down for property owners throughout Illinois."

House Bill 4204, sponsored by State Representatives Elaine Nekritz (D-Northbrook) and State Senator Heather Steans (D-Chicago), creates the Condominium and Common Interest Community Ombudsperson Act which establishes an Ombudsperson within the Department of Financial and Professional Regulation. This new position will provide dispute resolution assistance on behalf of condominium unit owners beginning January 1, 2019.

"I have heard from a number of constituent condo owners who have struggled to find answers when they have disputes," Representative Nekritz said. "This bill creates an important process to have those disputes resolved, and I am happy to have helped push for this new law to address this problem."

"The rights and responsibilities of condo owners and associations can be complex, so I'm pleased that Illinois will follow the lead of four other states whose residents are able to enlist the assistance of a condominium ombudsperson in resolving conflicts," Senator Steans said. "Educating the public about condo law and assisting with dispute resolution when requested will help prevent unnecessary and expensive litigation."

Also under the law the new office will provide educational materials on a website that are relevant to condominiums and common interest communities. Additionally, condominium and common interest community associations must have a written policy for resolving disputes and have registered with the Department of Financial and Professional Regulation. The legislation is effective July 1, 2016.

CHICAGO - Governor Pat Quinn today visited more than 100 sailors who could not go home at this year's "Christmas Day with the Sailors" event in Berwyn. The event is supported by local charities and the Veterans of Foreign Wars, and features lunch, dinner, music and a visit from Santa. Governor Quinn was joined by Berwyn Mayor Robert Lovero for a traditional holiday meal and to present awards to those who make the event possible.

CHICAGO - Governor Pat Quinn today announced the appointment of state Budget Director Jerry Stermer as Illinois Comptroller following the unexpected passing of Judy Baar Topinka. Stermer will serve as Comptroller on an interim basis to ensure that state operations continue uninterrupted and will resign from the post on Jan. 12, 2015.

"The sudden passing of Judy Baar Topinka left a hole in the hearts of the people of Illinois," Governor Quinn said. "While no one can replace Judy Baar Topinka, government must continue. Jerry Stermer is a respected and experienced budget expert who will carry out the duties of Comptroller with integrity and heart."

Today's appointment follows the Governor's call for legislators to reconvene in Springfield on Jan. 8, 2015, to pass legislation that will allow voters to fill the elected position of Illinois Comptroller. While today's appointment of Stermer is effective immediately, the position of Illinois Comptroller is an elected position and a special election will give voters the opportunity to choose their Comptroller in the next statewide election on Nov. 8, 2016. The primary election is scheduled for March 15, 2016.

Stermer will work closely with Judy Baar Topinka's longtime chief of staff Nancy Kimme and other key members of her administration to ensure that state operations continue uninterrupted.

Jerry Stermer most recently served as Director of the Governor's Office of Management and Budget for Governor Quinn. He joined Governor Quinn's staff in February of 2009 and has served as a senior advisor to the Governor for many years. Stermer has played a key role in the state budget for many years and helped pass major legislation including stabilizing the pension systems and restructuring the state's Medicaid program.

Before joining the Governor's staff, Stermer was the president of Voices for Illinois Children, which he led since its founding in 1987 until 2009.

Stermer, 71, was born in Minnesota and raised in Elmhurst, Illinois. He spent 10 years studying for the priesthood with the Society of the Divine Word order of the Catholic Church. He taught Catholic school for a year on Chicago's South Side. Stermer received his master's degree from the University of Illinois at Chicago after studying political science and public administration. He received a bachelor's degree in philosophy from Divine Word College in Epworth, Iowa. He served seven years at the Department of Children and Family Services under governors of both parties and served in the Peace Corps for two years.

Stermer has served as an adjunct faculty member for Northwestern University's School of Education and Social Policy since 2002. He resides in Evanston with his wife, Nancy.

Governor Urges Legislature to Set Up 2016 Special Election for Comptroller

CHICAGO - Governor Pat Quinn today called legislators back to Springfield on Jan. 8, 2015, to consider legislation that would allow voters to fill the elected position of Illinois Comptroller. A special election will give voters the opportunity to choose their Comptroller in the next statewide election on Nov. 8, 2016. The primary election is scheduled for March 15, 2016. Governor Quinn issued the following statement:

"Judy Baar Topinka's passing has not only left us heartbroken - the people of Illinois have been left without their elected representative in the Comptroller's Office.

"Nobody but Judy Baar Topinka was elected to do this job. That's why it's so important that voters have the soonest possible opportunity to elect their Comptroller. Holding a special election is the right thing to do.

"Members of the legislature should set up a special election for 2016 so that voters can exercise their democratic right to decide who will serve as their Comptroller."

CHICAGO - Governor Pat Quinn today visited the set of the new TV drama "Empire" to welcome the series to Illinois. Created by Lee Daniels and Danny Strong for Twentieth Century Fox Television, "Empire" is filmed in Chicago and employs approximately 250 Illinois workers. The event is part of Governor Quinn's agenda to create jobs and drive Illinois' economy forward.

"Thanks to the investment we made to build Cinespace Studios, Illinois is now the top destination outside Hollywood for the next summer blockbuster or TV series," Governor Quinn said. "'Empire' is the latest major production to come to Illinois, creating hundreds of good jobs and generating millions of dollars in economic investment."

Since 2009, Illinois' film industry has driven more than $1.2 billion in economic growth, including roughly $600 million in wages for Illinois workers. "Empire" is spending $25 million in 2014 to shoot its first 12 episodes. Of that amount, about half will go directly to Illinois wages. The production is using 75 Illinois vendors.

"Empire" is being filmed at the Cinespace Chicago Film Studios on the city's near west side. The Cinespace facility was constructed with $5 million from Governor Quinn's Illinois Jobs Now! capital construction program in May of 2011 coupled with a large private investment and currently stands as the largest soundstage in the United States outside of Hollywood.

Since its opening in 2011, revenue to the state from the film industry has grown substantially. In 2013, the industry generated an estimated $358 million in spending, a record that nearly doubled the prior all-time high set in 2012. In 2013, the industry supported more than 4,200 full-time equivalent jobs in Illinois.

The Cinespace studio has been home to major productions such as TV series "Chicago Fire," "Chicago P.D." and "Boss," as well as blockbuster studio films such as "Transformers" and "Divergent."

"The tremendous growth in Illinois' film industry was made possible by our film tax credits, talented crews, iconic shooting locations and world-class sound stages and studios," Illinois Film Office Managing Director Betsy Steinberg said. "All of this stems from Governor Quinn's commitment to fostering a thriving film and television industry in Illinois."

The film office, part of the Illinois Department of Commerce and Economic Opportunity, actively promotes the state as an ideal location for video productions. The office also administers the Illinois Film Tax Credit. Governor Quinn signed a 10-year extension of the credit in 2011, which has led to more productions throughout the state. The 30 percent tax credit is awarded to filmmakers for money spent on Illinois goods and services, including wages paid to Illinois residents.

"Empire" is a hip-hop family drama and is scheduled to premiere on Jan. 7, 2015.

New Charging Stations to Help Expand Illinois' Sustainable Transportation System

CHICAGO - Governor Pat Quinn today announced an investment of $1 million to establish a network of charging stations for electric vehicles along historic Route 66 through Illinois. The network will support commuter and tourist driving for the growing electric vehicle (EV) sector. Today's announcement is part of Governor Quinn's agenda to drive Illinois toward a sustainable future.

"We are building a 21st century infrastructure across Illinois and we need to make sure that it is sustainable for future generations," Governor Quinn said. "This new project exemplifies Illinois' place as the innovation capital of the Midwest, with cutting-edge business practices that create jobs and encourage sustainability."

The state has joined local governments and the private sector to create the Illinois Route 66 Electric Corridor, a partnership that connects communities along the 300-mile stretch from Lake Michigan to the Mississippi River in the Metro East area with a network of high-power EV charging stations. The network will make it possible for EV drivers to travel between Chicago and St. Louis, two of the key urban markets for EVs in the nation.

The cities of Plainfield, Dwight, Pontiac, Normal, Lincoln, Springfield, Carlinville and Edwardsville will each install one or more fast charging stations that are easily accessible from historic Route 66, allowing EV drivers to retrace its original pathway. Each of the seven charging points in the network will include one fast charging station capable of charging vehicles with either CHAdeMO or SAE connectors within 15-20 minutes and one level 2 (240/120 volt) charging station. Installation of the charging stations will begin this month, with targeted completion by summer 2015.

The project is supported by auto manufacturers, including BMW, Illinois-based Mitsubishi and Nissan, which is contributing the charging station to be installed in Edwardsville.

"The State of Illinois' Route 66 EV corridor is consistent with Mitsubishi Motors North America's desire to affect a broader acceptance of EVs through user-friendly infrastructure," MMNA General Manager of Corporate Communications Dan Irvin said. "It is our belief that projects like this will help our state maximize the possibilities of EVs."

"Residents and visitors alike will soon be able to enjoy the sites, attractions and mystique of the state's Historic Route 66 with easy access to charging stations for their electric vehicles," Illinois Department of Commerce and Economic Opportunity Director Adam Pollet said. "It's truly an electrifying addition to the 'mile after magnificent mile' to be discovered in Illinois."

The University of California - Davis, one of the world's leading universities on sustainable transportation, provided technical assistance for project planning.

"Illinois has one of the better combinations of price and carbon emissions per kilowatt-hour of electricity in the nation," Gustavo Collantes, with the UC Davis Policy Institute and lead of the Zero Emission MAP initiative, said. "This infrastructure has the clear potential to save drivers money while delivering environmental benefits to the state and the nation."

Includes Road Work in Rock Island and Whiteside Counties

SPRINGFIELD - Governor Pat Quinn today announced investments of more than $2 million for construction projects in the Quad Cities area. The road projects in Rock Island and Whiteside Counties are part of his $31 billion Illinois Jobs Now! capital construction program, and address critical infrastructure needs in central Illinois. The announcement is part of Governor Quinn's agenda to create jobs and drive Illinois' economy forward.

"I sought passage of the Illinois Jobs Now! program immediately after taking office in 2009 because the state had gone nearly ten years without major capital construction legislation to repair and maintain the state's infrastructure," Governor Quinn said. "With Illinois Jobs Now!, we've been able to put hundreds of thousands of people to work and helped to make places like the Quad Cities a better place to live and work."

The projects will be managed by the Illinois Department of Transportation.

Rock Island County

The Quad City International Airport will receive a new visual approach guidance system on Runway 9 and sign updates for $1,242,761 by Tri-City Electric Company of Davenport, the lowest of three bidders. The Illinois Department of Transportation, Division of Aeronautics will manage the projects, which includes federal, state and local funding.

"Avenue Of The Cities" will receive cold milling, pavement patching and HMA resurfacing from 1st Street to Kennedy Drive in East Moline for $488,351 by Valley Construction Co. of Rock Island, the lowest of three bidders.

Whiteside County

U.S. 30 will receive cold milling and HMA resurfacing between the ramps at the I-88 interchange east of Rock Falls for $397,777 by Twin City Construction Company of Sterling, the lowest of three bidders.

The projects are part of Governor Quinn's $31 billion Illinois Jobs Now! program, which will support more than 439,000 jobs over six years. Illinois Jobs Now! is the largest construction program in Illinois history, and is one of the largest construction programs in the nation.

Governor Participates in Memorial Dedication Service, Announces Additional State Relief Toward Recovery Process

WASHINGTON - One year after deadly tornadoes devastated several areas of Illinois, Governor Pat Quinn today visited two of Illinois' hardest-hit communities, Washington and Brookport, to visit with families and participate in the dedication of a new memorial to mark the tragedy. The Governor also announced additional state recovery assistance to aid the two communities who are still in the process of rebuilding and recovery one year later.

"One year ago we saw unimaginable destruction in central Illinois, and today we gather together to reflect on the healing process," Governor Quinn said. "Tragedy struck Illinois last November, but we refused to give up on these towns no matter how long it took for them to get back on their feet. Rebuilding Washington and Brookport has been an amazing demonstration of what can be done when communities come together in the face of hard times. It's important that we continue to support the local governments, businesses and families affected by this disaster until the recovery process is completed."

The Governor's additional investments announced today are from the Illinois Department of Commerce and Economic Opportunity (DCEO) and total $1.3 million between Illinois' two hardest hit communities. The $398,283 for Washington and the $938,100 for Brookport will help local governments rebuild tornado-damaged infrastructure.

Including today's announced funding, Washington has received $13.4 million and Brookport $2.9 million in state assistance to recover from the November 17, 2013 tornadoes. The investment is the latest in more than $19.5 million in state assistance provided to date for tornado damaged communities from the November disaster.

"Our community thanks Governor Quinn for his commitment to Washington's recovery," Washington Mayor Gary Manier said. "He was here immediately following the storms and has been back frequently to see how we are doing and to provide the assistance we need. We can't say enough about what the Governor has done for our community, and we welcome him here today to help us remember what happened one year ago and to honor those we lost."

"Governor Quinn literally saved our community from bankruptcy, because without this state assistance to help with tornado-related expenses we wouldn't have been able to survive," Brookport Mayor John Klaffer said. "The state relief package has made all the difference in the world. The Governor kept his word, and we welcome him back with open arms today to join us in our day of remembrance."

The state's multi-agency relief package for local governments included assistance from DCEO, the Illinois Department of Transportation, Illinois Finance Authority, Illinois Emergency Management Agency, the Illinois Environmental Protection Agency and the Illinois Housing Development Authority. Shortly after the deadly storms on November 17, 2013, Governor Quinn surveyed the damaged areas and activated the State Emergency Operations Center to coordinate the deployment of state resources and personnel in support of local response and recovery efforts. He ordered state agencies to step in when federal disaster assistance for local governments was denied. However, the Governor was successful in getting federal disaster assistance for families and businesses in 15 Illinois counties which has topped $23.5 million.

Digital Manufacturing and Design Innovation Institute Set to Open in 2015, Create Jobs

CHICAGO - Governor Pat Quinn today was joined by U.S. Senator Dick Durbin, Mayor Rahm Emanuel and leadership from UI LABS to break ground on UI LABS' future headquarters and the new Digital Manufacturing and Design Innovation Institute (DMDII). The event is part of Governor Quinn's agenda to create jobs and drive Illinois' economy forward.

"I've made this facility a major priority for Illinois by personally making our case to both the White House and Secretary of Defense, as well as securing key private sector partners because I know how important this institution will be to revitalizing our manufacturing industry," Governor Quinn said. "The Digital Manufacturing and Design Innovation Institute will help keep Illinois' economic comeback going. I'm pleased to break ground on this facility that will solidify Illinois' position as a high-tech manufacturing hub, support our growing technology and innovation sectors and create jobs across the state."

The Governor personally petitioned the Secretary of Defense twice and made the case to key White House officials about the benefits and importance of DMDII. The Governor also worked to bring key private sector partners into the initiative, including CAT, Deere & Company, Lockheed Martin, Boeing and many more.

"Our U.S. industrial base is the engine that drives our economy and equips our soldiers, sailors and airmen. It is critically important that we maintain our technological advantage within a strong, adaptive and resilient U.S. industrial base,"  Andre Gudger, Acting Deputy Assistant Secretary, Manufacturing and Industrial Base Policy, Department of Defense said. "The Digital Manufacturing and Design Innovation Institute, along with the other pilot Institutes for Manufacturing Innovation, will provide this competitive edge to not only the Department of Defense, but to other federal agencies, industry, and the nation as a whole."

"DMDII will enable Illinois to lead the nation in a 21st century manufacturing renaissance, which is precisely why I worked hard over the past two years to help bring the Institute to our state," Senator Durbin (D-IL) said. "World-class partners from around the state and across the country?including General Electric, John Deere, Caterpillar and Boeing?will work to improve manufacturing efficiency to create new opportunities for businesses and workers. DMDII will make our small and midsize manufacturers more competitive globally by allowing them to integrate computing capabilities throughout design, testing and production. But most importantly, the Institute will be a great source of innovation, development and economic growth in our state and position us as a leader in the field for years to come."

"Manufacturing has been an important part of Chicago's past and we are making sure that the next generation of advanced digital manufacturing will play an even greater role in our future. This is an important milestone in a long effort and a larger strategy to put the City of Chicago front and center of the digital manufacturing revolution," Mayor Emanuel said. "The research that comes out of the Digital Lab will underpin the products, the patents, and the production of so many new technologies, create new companies and help us attract existing companies to Chicago, and most importantly, create and sustain a new generation of good-paying jobs right here in the City of Chicago."

Located on Goose Island, DMDII is set to revitalize America's manufacturing industries by enabling U.S. manufacturers to harness data to make their products better, faster and more cost-competitive. Leveraging a co-investment of $70 million from the U.S. Department of Defense and matching investment from industry, university and state and local government partners, the Institute will help U.S. manufacturers increase productivity through a more effective use of data across every stage of the manufacturing process.

"We are building the factory of the future - where business and academia will convene to tackle important manufacturing challenges," Caralynn Nowinski, Executive Director of UI LABS said. "At the same time, this facility will be the place where American workers - and the next generation of workers - will have an opportunity to see, learn and participate in the transformation of U.S. manufacturing."

Early support from the Quinn Administration was essential to the launch of DMDII. In March 2013, Governor Quinn approved the investment of $60 million in Blue Waters at the University of Illinois, which provides the supercomputing power for this initiative, and set Illinois' application apart from other contenders for the DMDII. The Digital Manufacturing and Design Innovation Institute will reduce development and deployment costs for U.S. manufacturers while creating billions of dollars in value for the industrial marketplace?spurring long-term economic growth and job creation. The facility is scheduled to open late in the first quarter of 2015.

"Advances in digital manufacturing are already improving companies' performance all across America," Dean Bartles, Executive Director of DMDII said. "DMDII is going to take these advances to the next level by bringing technical expertise and connecting the dots across America's supply chain."

DMDII demonstrates Chicago's increasing prominence as a national leader in advanced manufacturing. DMDII is a public-private consortium that brings together over 40 leading manufacturing and technology companies with more than 30 university, government and community partners, including: Boeing, Caterpillar, Dow Chemical, General Electric, Illinois Tool Works, John Deere, Lockheed Martin, Microsoft, Northwestern University, PARC, Purdue University, Procter & Gamble, Rochester Institute of Technology, Rolls Royce, Siemens, University of Chicago, University of Illinois and University of Texas-Austin.

Prior to the official groundbreaking ceremony, guests took a tour of the 94,000-square-foot facility. Dignitaries viewed renderings of the soon to be completed space by architecture firm Skidmore, Owings, and Merrill (SOM). The building is located at 1333 Hickory Ave. on Goose Island, an industrial zone in the heart of the city that is rapidly becoming an "Innovation Island."

SOM's design for the DMDII space plays on the idea of transparency by adding glass storefronts and window bays to the existing building's exterior. Glass walls, exposed plumbing and mechanical systems reinforce the theme and foster an open, collaborative environment. The completed building will include a manufacturing floor for demonstrations, classrooms, a lecture hall and collaborative meeting rooms.
