SCOTT COUNTY, IOWA (March 27, 2019) — Tony Knobbe, Scott Emergency Communication Center Board Chair, announces that David Donovan has accepted employment as Scott Emergency Communication Center (SECC) Director with a salary of $129,709. The appointment was approved by the SECC Board at their meeting March 21, 2019. Donovan was appointed interim SECC director on December 8, 2019 following the resignation of the previous director. Donovan’s position title will be SECC/EMA Director.
Donovan previously served as the Interim Director for the Scott Emergency Communication Center from June 30, 2013 to May 17, 2014. Donovan has been the Emergency Management Coordinator for Scott County since May 2015. The Emergency Management Agency (EMA) maintain emergency-operations plans and work with partner agencies to ensure continuity and preparedness for all sectors of the community.
Prior to becoming the Emergency Management Coordinator, Donovan was the Facility and Support Services Coordinator for Scott County, a position he held for 14 years and the Buildings and Grounds Director, a position he held for 7 years. In these positions, Donovan managed all county office buildings and leadership during several significant projects including the Scott County Jail Construction.
Donovan has an Associate’s Degree in Computer Science from Scott Community College, a Board of Trustees Bachelor’s Degree from Western Illinois University, and a Graduate Certificate in Facility Management from Michigan State University. Donovan also has earned his Certified Public Manager Certificate from Drake University.
Knobbe indicated that the SECC Board were pleased that Donovan was willing to take on the dual role. His past experience as the SECC Director and project management skills place the right person in the position at this time. Donovan’s past positions and relationships with local public-safety leaders allow SECC and EMA to maintain its quality services and address major projects on the horizon.
The Scott Emergency Communication Center (SECC) was formed in December, 2007, when Scott County, City of Davenport, City of Bettendorf, MEDIC EMS, and the Emergency Management Agency entered into an intergovernmental agreement (aka 28E Agreement) for the purpose of providing public-safety dispatch and communication services. The SECC Board members are: Chairperson: Tony Knobbe; Scott County Board of Supervisor’s Chair; Vice Chairperson: Bob Gallagher, Bettendorf Mayor; Secretary/Treasurer: Rob Frieden, Medic EMS Board President; Frank Klipsch, Davenport Mayor; and Marty O’Boyle Eldridge Mayor.
