IFA Concludes Board of Supervisors Either Don't Know or Don't Care


DAVENPORT, IA - OCTOBER 20, 2010:  On Tuesday, two weeks to the day prior to the election, candidates for Scott County Supervisors, running on the Iowans For Accountability (IFA) ticket, along with members of the IFA Central Committee, hosted a news conference at the Downtown Davenport Public Library. The public, as well as the media, were invited to attend and meet and question the candidates after the presentation.

The group outlined how and why IFA formed and was placed on the ballot in August of 2010, a first of its kind event in Scott County's history ? and potentially in Iowa's history.

IFA found that historically the Scott County Board of Supervisors have avoided scrutiny, surrendered authority and grown government.

IFA reported that over the last ten years population has grown 5% but annual taxes collected have ballooned 76% and expenditures have grown 59%, since 2000 to over $70M.

IFA also outlined how the Board of Supervisors justified creating the SECC911 consolidated emergency dispatching project as saving taxpayers $4.6M over 20 years. IFA compared and contrasted what taxpayers were told by the Board in 2007 with what the results have been in 2010. Such results include $28M in long term debt, a special levy not subject to caps on taxes and no ceiling on future indebtedness, and a 20% increase in property taxes.

IFA Chairman Michael Elliott stated that, "We are hopeful that voters will embrace the refreshing contrast to politics as usual with IFA.  These three candidates have the skills and experience to be stewards for the county taxpayers. We want to see a change from rubber stamping proposals and spending. For decades now, this lack of engagement by the two-party status quo board members has put Scott County in the hole. We need leadership focused on lifting us out of it as opposed to digging us deeper into debt."

The candidates and attendees discussed the frustrations with the lack of consequences for such poor management of the county's resources. "If a local business or even a major corporation ran their business like this, heads would roll," said candidate John Riley, from Blue Grass. As an self-employed structural engineer, Riley has worked on dozens of municipal projects over the years and has experience keeping construction costs in balance.

The challenges and questions about the emergency communications equipment, including over 1400 $5,500 radios for a county with less than 500 employees, were brought up by candidate John Green, a heavy equipment operator, mechanic and contractor from Davenport. "I want to know more about where these radios are being deployed, who is using and not using them, and what are the details of the county's contract with Racom," Green said.

IFA central committee member and researcher Diane Holst stated it was her understanding that each radio came with a $28/month "tower fee" and that while the $28M in the 19 year bonds included amounts for service contracts, those were only good for 3-5 years and "those costs will eventually have to become part of ongoing operating expenses."

Co-chair of IFA, Mike Angelos stated, "That adds up to close to half a million dollars per year for those radio contracts."

LeClaire native and chief operating officer for his family's agribusiness, Jesse Anderson, also an IFA Supervisor candidate on the ballot, outlined his vision for a zero based budgeting policy moving forward. "If this SECC911 has such a mandate for spending that has been outsourced to a new taxing authority, and is going to cost us an additional $8M per year, then we need to find ways to cut expenses elsewhere. I'd like to see us get our expenses down to 2005 levels, that was the lowest level we have been at in the last ten years."

Anderson commented on a quarter million dollar SECC grant contingent provision for geothermal technology that was rescinded as the grant process took too long for construction efforts saying, "They took a gamble on our dollar and lost. They didn't get the grant they had hoped for and now we're stuck with the bill. This is why we need zero based budgeting; It's the fiscally responsible thing to do."

The IFA presentation also included ways an IFA led board of supervisors could protect taxpayers and create more transparent and accountable government. These dozen ideas were presented as a slide show and discussed at the news conference. ?
Some of the proposed measures include :
  • Zero based budgeting to reduce expenditures
  • Ensure remedies for any front line responders concerns with new SECC911 equipment
  • Increase awareness and publicity for board meetings, including implementing a Public with Business line item on the agendas
  • Webcast all public meetings and improve search ability of public documents on the website

Narcisse Background:

Jonathan Narcisse is a former Des Moines School Board member, publisher and editor of multiple publications, radio show host and community advocate. During the early part of the decade he authored a 3,500 page report analyzing the condition of African-Americans in Iowa's 99 counties, and headed statewide health and education initiatives.

WASHINGTON - Senator Chuck Grassley has sent a letter to Department of Energy Secretary Steven Chu regarding a new audit report from the Department of Energy Office of Inspector General (OIG).  The report indicates that taxpayer dollars are being spent on shoddy work under the stimulus-funded Weatherization Assistance Program in Illinois, and that the work may not only be a fiscal threat to the American taxpayer, but also a serious physical threat to residents of weatherized homes through gas leaks and fire hazards.

"The amount of taxpayer dollars being wasted and the apparent lack of prevention of fraud, waste and abuse in these weatherization projects by the Department of Energy and states are very concerning," Grassley said.  "This isn't the first time the Department has fallen asleep at the wheel while overseeing stimulus spending and it's critical to the American taxpayer that the Department take immediate steps to make sure this doesn't happen again."

SECC Meeting

The Quad City Wind Ensemble, celebrating its 25th concert season, will be presenting its first concert of the 2010-2011 season, "Celebrating our Premiere
Concert", on Sunday, October 31, 2010, at 3:00 p.m. at the Galvin Fine Arts Center, on the campus of St. Ambrose University, 517 W. Locust St., in Davenport, IA. It will feature the music played at the first concert in February 1987, and the special guest conductor will be Dr. Charles B. DCamp, retired
Director of Bands at St. Ambrose University and the founder and original conductor of the group.

Brian Hughes, of Dubuque, IA and the University of Wisconsin in Madison, WI, conducts the ensemble, comprised of 70 of the finest quad city area adult brass, woodwind, and percussion players who audition each September. The concert will include a variety from the band/wind ensemble repertoire, including Symphony No. 5 - Finale, by Dimitri Shostakovich, "Il Re Pastore" Overture by W. A. Mozart, "Pinaeapple Poll" Ballet Suite by Arthur Sullivan, "Viva Musica" by
Alfred Reed, "On Broadway" by Bricusse and Newley, "Carnival of Venice" by Herbert Clarke, and "George Washington Bicentennial March" by J. P. Sousa.

For those who are unfamiliar with wind ensembles and their repertoire, the concept began with Frederic Fennell at the Eastman School of Music in New
York who decided to use the very best brass, woodwind, and percussion players and perform favorite concert band music, strong arrangements of classical
symphonic repertoire, and original compositions for wind ensemble. Dr. Myron Welch, retired Director of Bands at the University of Iowa, conducted the group
last May and proclaimed that, "The Quad City Wind Ensemble is the finest adult wind ensemble in the entire state of Iowa and among the best in the nation".

ROCK ISLAND, ILL., (10/19/2010)(readMedia)-- Officials from six National Guard states in the Midwest region including the Illinois Army National Guard, sent command representatives to Rock Island Arsenal Garrison Oct. 18 to speak with cadre about their injured soldiers in Community Based Warrior Transition Unit (CBWTU) rehabilitation program.

The program has existed for roughly four years on the nation's largest government-operated arsenal helping injured veterans from Illinois, Iowa, Indiana, Michigan, Minnesota and Wisconsin. The program helps rehabilitate Soldiers both mentally and physically and helps transition them back into their normal lives.

The states' National Guard commands work together with the CBWTU, medical facilities and civilian vocational rehabilitation agencies to help Soldiers seek medical attention and find work in the civilian sector.

Soldiers attend one muster every three months at Rock Island Arsenal, but can seek medical treatment in their hometowns instead of being away from family and other support at an active duty hospital in another state.

"In today's Army, the care and medical needs of our injured veterans is paramount," said Celletti. "These men and women went into harm's way while serving their country and they cannot be forgotten and left to struggle to make ends meet in their times of need," Maj. Gen. Dennis Celletti of Springfield, the Assistant Adjutant General - Army of the Illinois National Guard.

Staff Sgt. J.P. Lawson of Marseilles, a platoon sergeant with the CBWTU said the program allows for injured Soldiers to receive the one-on-one care they may not have received at active-duty hospitals after suffering injuries in a combat zone. The facility at Rock Island Arsenal is centralized allowing Soldiers to receive medical attention and take care of personal matters.

"The program is based mainly on getting Soldiers in and getting them to look at their overall care, not just physical but mental," said Lawson. "(The program) is also to help them transition either to a civilian life as they retire out of the military or ... they are actually returning to duty, getting ready for their life outside the war."

Lawson, an Illinois Army Guardsmen now attached to the CBWTP, attended the program in 2007 after returning home injured from deployment to Afghanistan. After going through the program Lawson returned as a cadre member to help fellow Soldiers receive the care they need. As a platoon sergeant, he said he has seen roughly a 90-percent success rate in the Soldiers from his platoon.

Lawson said he has seen Soldiers with all types of injuries in the program. From blindness to broken limbs.

Not all Soldiers going through the transition program have obvious injuries. Army Reserve Staff Sgt. Eric Wolf of Jessup, Iowa, with the 445th Transportation Company out of Waterloo, Iowa suffered multiple noncombat related injuries while deployed to Iraq in 2009.

When he originally came home his treatments were at an active-duty station. With family hundreds of miles away Wolf dealt with mental stress.

Since being assigned to the CBWTU, Wolf has been able to get the medical attention he needs to lead a normal life. With the ability to stay in Jessup between musters, Wolf said he is able to spend time with his family and be present in their lives.

"With this program it allows you to get back your family and your family too does not have to go any longer without you," said Wolf. "When you have a wife taking care of four children and she's already done it through a deployment, it's stress on her too for you to get back. There it's really imperative that you two join back together and support each other."

With medical attention in their hometowns, Soldiers like Wolf are able to receive treatment from their local doctors, family doctors and medical facilities in a place they are comfortable instead of miles away from home.

Wolf said being with his family even during his treatments made his mental and emotional state easier. While Wolf's time with the program is not complete, he said with the treatment and vocational support he has received he has been able to heal both mentally and physically and he is ready to face life and the road to come.

Allegiant Air's ticket counter hours have changed now that they are operating their flights to Las Vegas.

Tickets will be sold 1 hour after their Las Vegas departure, from 8:45 p.m. - 9:45 p.m., at the Allegiant Air/Charter Counter on the public side of the airport terminal.

Allegiant Air currently offers nonstop flights to Las Vegas on both Thursdays & Sundays. Those flights began last week. Nonstop flights to Phoenix-Mesa will begin on Thursday, November 18th and will also operate with an arrival and a departure on Thursdays & Sundays.
