To the Honorable Members of

The Illinois Senate,

99th General Assembly:

 

Today I veto Senate Bill 374 from the 99th General Assembly, which would effectively exempt townships from competitive bidding requirements for township contracts.

Transparency is vital for good governance. It is also important that citizens perceive the government as trustworthy. Competitive bidding ensures that units of local government are getting the best price for services and that taxpayer funds are being used effectively. Consequently, permitting a township to circumvent the competitive bidding process is a step in the wrong direction for government transparency and conserving taxpayer dollars.

Therefore, pursuant to Section 9(b) of Article IV of the Illinois Constitution of 1970, I hereby return Senate Bill 374, "AN ACT concerning local government", with the foregoing objections, vetoed in its entirety.

Veto Message SB 763

To the Honorable Members of

The Illinois Senate,

99th General Assembly:

 

Today I veto Senate Bill 763 from the 99th General Assembly, which would amend the Illinois Pension Code to create pension liability for police officers and firefighters at the local level by circumventing local voter choice expressed through a referendum.

 

Public safety workers put their lives in danger to protect our citizens.  They deserve the right to earn good pension benefits.  Current law already provides such pensions to local police officers and firefighters in municipalities with the population of at least 5,000 people.  And even municipalities with fewer than 5,000 residents can opt, through a referendum, to extend pension benefits to public safety employees.  The referendum option gives voters the control of what benefits the municipality can actually afford.  That is as it should be.

 

Senate Bill 763 would take this choice away from the voters and instead allow a municipality to impose new pension obligations by a resolution of its governing body.  At a time when local governments in Illinois are struggling to make ends meet, we should not remove local voter control over decisions for which the same voters will have to pay through higher property and other taxes.

Therefore, pursuant to Section 9(b) of Article IV of the Illinois Constitution of 1970, I hereby return Senate Bill 763 entitled "AN ACT concerning public employee benefits", with the foregoing objections, vetoed in its entirety.

Comptroller continues to aid most vulnerable
CHICAGO - Comptroller Leslie Geissler Munger released the following statement Wednesday in response to a Federal Court order involving the Ligas Consent Decree impacting services for people with developmental disabilities:
"I appreciate the Court's recognition of the difficult challenge we face in making necessary payments in light of Illinois' continued failure to pass a balanced budget.
"My priority remains to ensure that organizations serving our elderly, children and other most vulnerable residents take precedence when it comes to state payments. As a longtime volunteer and former Board member for an organization serving the intellectually and developmentally disabled, I know firsthand the hardship that is caused when payments don't arrive as scheduled, and I will do everything in my power to lead the state in keeping its promises to those most in need.
"In the absence of a balanced budget for this fiscal year, my office will continue to work to meet the payment timelines set by the Courts despite the state's limited resources.
"To be clear: taxpayers deserve better than government by Court Order. Ultimately, we can best serve Illinois families, businesses and organizations by passing a balanced budget that includes reforms that will allow us to become more competitive and grow our economy so we can put people back to work and fund critical services."

We are going to be celebrating a historic milestone in the history of Millstream Brewery this Saturday night from 5-9pm.   We're excited to be celebrating 30 years in the craft brewing industry and we'd like you to come celebrate with us! We are going to be starting the day with our Tour de Brew bike ride.  Join us for our annual 38-mile bike ride at Millstream.   We'll start at Millstream Brewery, go to Norway, then on to Blairstown, through West Amana and back to Millstream. The event is a poker run with stops to pick up your poker cards. Of course there is a great micro brewed beer waiting for you at each stop. Root beer too. At the end of the ride the best poker hands will receive door prizes. Live music will be Electric Mule. They'll play from 1 to 5 p.m. in the biergarten and we will be grilling those great Amana brats on the grill. Registration is from 9:30am-10:30 and the ride begins and ends at Millstream Brewery. $25.  Registration the day of the event at Millstream.  A portion of the proceeds goes to the Amana Bike Trail.

Then from 5-9 we will be continuing our evening with more live music, food and special beer releases.  At 6:00pm  you will meet the original founders and current owners of Millstream Brewery.  We will be releasing a specially brewed 30th Anniversary Doppelbock that we brewed for the occasion!  We pulled together previous Millstream brewers for this limited release collaboration brew.  Current Millstream brewer, Chris Priebe and also Bill Heinrich of Solon's Big Grove Brewery; Aaron Taubman of the Purity Brewing Company in Warwickshire County, England; and Chris Ellis, the owner of The Quarter Barrel in Cedar Rapids all were on hand for this brew. Dogs on Skis will be performing and supper will be provided by Julia's Stone Pizza. Bring your lawn chair and join us for this historical occasion!

The Thrilling 101st Season to Build on the Blockbuster 100-Year Anniversary Celebration
Featuring Monumental Works, Unique Ensembles and New Pops Events

The Quad City Symphony Orchestra (QCSO) has just opened seats for new season ticket subscribers.  And in their 101st year they still have something to say.  The thrilling 101st season will build on the blockbuster 100-year anniversary celebration and feature an amazing line-up of Masterworks as well as unique Signature Series ensembles and an expanded Pops event schedule.  All season ticket packages are now open to the public.

The Masterworks programs will begin October 3 and 4 with The Re-Creation, an exact re-creation of the first symphonic concert staged in the symphony's inaugural season in 1916.  The second program November 7 and 8 will feature the grace of Bach, the romance of Brahms, and the profundity of Shostakovich.  The December 5 and 6Masterworks will be a sleigh ride of winter fun capturing the spirit of the season with Tchaikovsky's Nutcracker Suite, and Mozart's Piano Concerto #21. 2016 will feature Barber's lyrical concerto and Beethoven's Symphony #7 on February 6 and 7.  March 5 and 6 will showcase homegrown Quad Citians including Jacob Bancks, Benjamin Klemme, and Mark Timmerman bringing to life a World Premiere Bassoon Concerto.  Finally, April 2 and 3 will feature a rare treat, Mahler's massive and moving Symphony #2 "Resurrection".  Due to the extensive and expensive production featuring more than 200 instrumentalists and singers, Mahler #2 is often a once-in-a-lifetime experience for many concert-goers.  The final event will also feature Quad City Choral Arts.

The unique Signature Series ensemble programs begin with American Moderns, a collaborative effort with the Figge Art Museum on Sunday, September 20, coinciding with the Figge's last free exhibit day of American Moderns on Paper.  The season also features the Oasis Saxophone Quartet, Horn Trios, Arianna String Quartet and The Joy of Sextets.

Pops events are expanded this coming season.  This year's Quad City Bank & Trust Riverfront Pops:  Country Legends is to be held Saturday, September 12, 2015.  Again at the Adler Theatre, Holiday Pops boasts three all-new Cirque de la Symphonieperformances November 20 and 21, 2015.  A new affordable family concert, The Magical Music of Disney, will perform one show only April 9, 2016.
