Grassley Receives Conservative Excellence Award

WASHINGTON–Sen. Chuck Grassley of Iowa today received the American Conservative Union's 2014 Award for Conservative Excellence for his dedication to conservative principles that promote a free society.

"I'm honored to receive this award from such a well-respected group.  We must continue to stand for our nation's founding principles and work to uphold these values.  I intend to keep working toward this goal through my work in the United States Senate," Grassley said.

The American Conservative Union annually gives ratings to members of the U.S. House of Representatives and the U.S. Senate based on members' voting records on important issues facing the nation.  Grassley received a rating of 92 percent for 2014.

Grassley: Good News for Knoxville Area Veterans

WASHINGTON–Sen. Chuck Grassley of Iowa today said that the Department of Veterans Affairs has awarded a lease contract for a Community Based Outpatient Clinic in Knoxville, Iowa.

The outpatient clinic will be located at 1607 Lincoln Ave. North in Knoxville.

"This is great news for veterans in Knoxville and the area and for the whole community.  Once the new outpatient clinic is up and running, it will remove the last obstacle preventing the VA from making important decisions about what to do with the rest of the old VA campus, which is currently sitting idle.  The VA has an obligation to fulfill its promises in Knoxville.  The lease award is a major step toward accomplishing that.  Next, the VA will need to work toward completing construction as soon as possible.  Veterans and the community members shouldn't have to wait any longer than they already have.  And the VA needs to work with the community on the best use for the old campus that meets the community's needs," Grassley said.

Grassley has worked to give veterans more health care options.  This summer, he sponsored legislation to give veterans more choice and flexibility in health care services.

Construction on the Knoxville outpatient clinic is anticipated to be completed in the spring of 2017, with doors opening to veterans following the summer of 2017.  The clinic will allow VA to provide timely access to primary care, audiology, podiatry, optometry, and mental health services.

Senators Introduce Landmark Bipartisan Sentencing Reform and Corrections Act of 2015

 

WASHINGTON - A bipartisan group of senators led by Senate Judiciary Committee Chairman Chuck Grassley and Assistant Democratic Leader Dick Durbin today is introducing comprehensive legislation aimed at recalibrating prison sentences for certain drug offenders, targeting violent criminals, and granting judges greater discretion at sentencing for lower-level drug crimes. The package also seeks to curb recidivism by helping prisoners successfully re-enter society. The Sentencing Reform and Corrections Act of 2015 is also sponsored by Senators John Cornyn (R-Texas), Sheldon Whitehouse (D-R.I.), Mike Lee (R-Utah), Charles Schumer (D-N.Y.), Lindsey Graham (R-S.C.), Patrick Leahy (D-Vt.), and Cory Booker (D-N.J.).

"This historic reform bill addresses legitimate over-incarceration concerns while targeting violent criminals and masterminds in the drug trade.  It's the product of thoughtful bipartisan deliberation, and I thank my colleagues for their hard work to promote opportunities to reduce recidivism while protecting our communities from violent career criminals.  This bill is an important component in my ongoing effort as Judiciary Committee chairman to ensure access to justice for both the victims and the accused," Grassley said.

"This compromise represents more than three years of work on criminal justice reform.  The United States incarcerates more of its citizens than any other country on earth. Mandatory minimum sentences were once seen as a strong deterrent. In reality they have too often been unfair, fiscally irresponsible and a threat to public safety. Given tight budgets and overcrowded prison cells, our country must reform these outdated and ineffective laws that have cost American taxpayers billions of dollars. This bipartisan group is committed to getting this done," Durbin said.

"This legislation is modeled after successful Texas reforms that have rehabilitated prisoners, reduced crime rates, and saved taxpayer dollars. "Since my time as a federal prosecutor, I have been concerned that federal sentencing laws too often require punishments that just don't fit the crime. These laws require many nonviolent offenders to spend years in prison, often with few opportunities for meaningful reform. Today's legislation addresses both of these problems by reducing mandatory minimums and by expanding opportunities for programs that have been proven to reduce recidivism. I am grateful for the close collaboration with senators from both parties that has made this important bill a reality today," Lee said.

"Crafting criminal justice reform in this Congress is like a Rubik's cube, but this group of Republicans and Democrats worked hard to come up with a fair and balanced package that will make a real difference. This bill would make much needed reforms to sentencing for non-violent offenders, resulting in a much fairer criminal justice system. "The broad bipartisan nature of this bill marks a new chapter in criminal justice reform.  Although I wish this bill did more, it will impact thousands of lives and save millions of dollars.  And, critically, its changes are not just forward looking.  By applying many of these reforms retroactively, Congress is, for the first time, acknowledging that when we pass unfair laws, we have a moral responsibility to fix our mistakes.  Real people, like Weldon Angelos, are paying with decades of their lives. We must keep pushing and see that this bill is enacted," Leahy said.

"For decades, our broken criminal justice system has held our nation back from realizing its full potential. Today, we take a step forward. Mass incarceration has cost taxpayers billions of dollars, drained our economy, compromised public safety, hurt our children, and disproportionately affected communities of color while devaluing the very idea of justice in America. The Sentencing Reform and Corrections Act is a promising, bipartisan step forward to help right this wrong," Booker said.

The bill narrows the scope of mandatory minimum prison sentences to focus on the most serious drug offenders and violent criminals, while broadening and establishing new outlets for individuals with minimal non-felony criminal histories that may trigger mandatory minimum sentences under current law.  The bill also reduces certain mandatory minimums, providing judges with greater discretion when determining appropriate sentences, and preserves cooperation incentives to aid law enforcement in tracking down kingpins.

In addition to reducing prison terms for certain offenders through sentencing reform, qualifying inmates can earn reduced sentences through recidivism reduction programs outlined in the CORRECTIONS Act introduced by Cornyn and Whitehouse. The bill also makes retroactive the Fair Sentencing Act and certain statutory reforms that address inequities in drug sentences.

Grassley to Lead Bipartisan Criminal Justice Reform Effort

Students in STEM programs on average score higher in mathematics and science on Iowa Assessments and other metrics

CEDAR FALLS, Iowa - The Iowa Governor's STEM (Science, Technology, Engineering and Mathematics) Advisory Council recently announced results from its 2014-2015 independent evaluation that measures the success of the STEM Council's efforts with STEM education and economic development across the state.

Highlights of the 349-page Iowa STEM Evaluation Report include :

  • Students who participated in STEM Scale-Up programs scored an average of 6 percentage points higher in mathematics and science on the Iowa Assessments.
  • A total of 376 new business-education partnerships formed through Iowa STEM programs.
  • Eighty-one percent of educators who implemented STEM Scale-Up programs last year agree or strongly agree that they have more confidence in teaching STEM content.
  • From 2012 to 2014, public support of an increased focus on STEM education to improve Iowa's economy rose to 89 percent.

"It is very inspiring to see such positive results coming from all sectors of our STEM initiative," said Lt. Gov. Kim Reynolds, co-chair of the STEM Council. "While this report indicates that what we are doing is working, it also shows that we have progress to make, and I can tell you that we're dedicated to doing just that. We have great people involved in the STEM Council, and we will continue to make large strides in STEM education in Iowa."

In addition to these gains, evaluators also found more students are earning four-year college degrees in STEM-related fields, more students are taking Advanced Placement (AP) STEM courses, more high school teachers are getting their initial license in STEM areas and more ACT-tested graduates across all demographic subgroups, including males, females, African-Americans and Hispanics, are attracted to STEM fields. The evaluation team also unveiled the Iowa STEM Professional Network Analysis, which shows significant growth in connections across the K-12, higher education, business and non-profit from 2007 to 2015.

"The value of these statistics is immeasurable," said Dr. Chris Nelson, co-chair of the STEM Council and president and CEO of Kemin Industries. "As a leader in the business sector, it is all about results and determining what is working well and what needs improvement. This report provides the data we need to continue to make a difference in STEM education in our state."

This independent evaluation is conducted by an inter-university consortium of Iowa State University's Research Institute for Studies in Education (RISE), University of Iowa's Iowa Testing Program and the University of Northern Iowa's Center for Social and Behavioral Research (CSBR). Key findings of this year's report range from measuring public attitudes and awareness of STEM to interest and achievement among Iowa students. The evaluation is funded in part by the STEM Council and a grant from the National Science Foundation.

Grocery chain recognized for going above and beyond to reduce refrigerant emissions  

WEST DES MOINES, Iowa (Sept. 30, 2015) – The U.S. Environmental Protection Agency (EPA) recently announced that Hy-Vee, Inc. has been awarded two GreenChill program awards for its stores' efforts to reduce refrigerant emissions and decrease their impact on the ozone layer and climate change. Hy-Vee is being recognized with the achievement awards for its outstanding progress in this sustainability area over the past year.

WASHINGTON - Sen. Chuck Grassley of Iowa, Chairman of the Judiciary Committee, is adding another nominee to the State Department nominees on whom he is placing a hold, citing a continued failure to respond in a timely and reasonable manner to his inquiries regarding what should be the public's business.  The total number of nominees subject to his holds is 22.  The holds are over the State Department's use of the Special Government Employee program and private email use that raises concern about the proper handling of classified information, as well as Freedom of Information Act and federal archiving law compliance.

"I will object because the Department of State has failed to fully respond to almost a dozen outstanding letters dating back to 2013," Grassley said today in his statement announcing the holds.  "In addition, on August 20, 2015, my staff met with Department officials in an effort to prioritize material for production.  The Department has failed to comply with its commitments, producing material late, failing to provide all requested material, and even failing to provide material to the Senate Judiciary Committee contemporaneously with providing the same documents to Freedom of Information Act Requestors." 

Grassley said he warned the State Department that he would be forced to escalate the scope of his objections to unanimous consent requests to consider nominees if the department did not become more responsive.  He said the Homeland Security and Governmental Affairs Committee Chairman has joined him in requests to interview State Department employees.

"Despite the Department's commitment to make witnesses available and assist in the identification of additional relevant witnesses, none of these interviews have actually been scheduled," Grassley said in his statement.  "The Department needs to respond in good faith to the Senate Judiciary Committee and the Homeland Security and Governmental Affairs Committee.  Thus far, it has primarily been promises with little or no follow-through.  The Department's good faith will be measured in documents delivered and witnesses provided."

The latest nominee subject to Grassley's hold is Brian James Egan as legal adviser.  In August, Grassley announced holds on 20 appointees for Foreign Service Officer positions and the nomination of David Malcolm Robinson to be assistant secretary for Conflict and Stabilization Operations and Coordinator for Reconstruction and Stabilization.  Grassley said the holds are unrelated to the nominees' qualifications.  

Since June 2013, Grassley has sought answers from the State Department on its use of the Special Government Employee designation.  Grassley has written numerous letters to the State Department on these concerns and other related matters, adding questions as new developments warrant, such as Secretary Hillary Clinton and Huma Abedin's use of private email for official purposes.  As more revelations have emerged about Clinton's private email server, Grassley and the Chairman of the Homeland Security and Governmental Affairs Committee have sought to interview individuals tasked with overseeing the maintenance and operability of the server while simultaneously working as information technology specialists at the State Department.

Second Edition of Education Tax Credit Laws Across the States Evaluates Power in Providing Options

WASHINGTON, DC - Iowa ranks sixth strongest of the 16 states that have education tax credit programs, earning a "C" grade according to the second edition of School Choice Today: Education Tax Credit Laws Across the States, Ranking and Scorecard 2015 released today by The Center for Education Reform (CER). In all, two states earn A's, three earn B's, seven earn C's, three earn D's and one earns an F. The report provides analysis and state-by-state comparisons, ranking states not only based on the law itself, but real results of programs.

"Over 200,000 students are benefiting from tax credit scholarships today," said Kara Kerwin, president of The Center for Education Reform. "As the momentum for choice programs grows, with half of these 16 states enacting tax credit programs in the last three years, it's essential to evaluate which elements foster the creation of meaningful choices to the most number of students. Simply having a law alone does not translate into more and better opportunities for children."

Iowa's tax credit program serves over 10,000 students across the state, and has a moderately high income cap. The number of students enrolled has remained steady for the past few years, unlike many other states where it has grown, indicating that elements of the program's design and implementation are preventing new students from receiving scholarships. One barrier is that because of donation provisions, it is difficult for Iowa Scholarship Granting Organizations (SGOs) to raise money for scholarships.

The Education Tax Credit Laws Across the States Ranking and Scorecard 2015 methodology has been revamped from last year's analysis, placing greater emphasis on participation and implementation, and taking a deeper look at rules and regulations governing programs. There are four major components that determine the strength of high-quality education tax credit programs across the states:

• Participation and purchasing power
• Eligibility
• Credit design
• Operational autonomy

"States that implement tax credit programs well will see reductions in overall expenditures in addition to growth in investments in K-12 education," continued Kerwin. "This fairly simple concept of allowing individuals, businesses, or both to claim a tax credit for contributions made to scholarship organizations provides big benefits, with the most important being a shift in the power to choose a school from bureaucrats to parents."

"The goal of this ranking and analysis is to provide a roadmap for lawmakers, parents, and advocates to bring about substantive and lasting change," said Kerwin. "We look forward to furthering debate and discourse to ensure laws being enacted are indeed fostering a marketplace where parents have the power to make choices among excellent options."
