$95 Million Illinois Jobs Now! Project Will Create More Than 620 Jobs; Energy-Efficient Facility Will Help Develop New Technologies

URBANA - October 7, 2011. Governor Pat Quinn today joined University of Illinois President Michael J. Hogan to break ground on the school's new Electrical and Computer Engineering (ECE) Building. The $95 million facility will enhance educational opportunities, support research breakthroughs in computing, communications, nanotechnology and biotechnology, and set a new standard for energy-efficient buildings. The Illinois Jobs Now! project will create approximately 620 construction jobs, building what is projected to be the most energy-efficient engineering structure in the nation.

"The University of Illinois is home to some of the best and brightest minds in our state and we want to make sure they have the most cutting-edge technology available to them," Governor Quinn said. "Updated and energy-efficient higher education resources are vital to the success of our state's innovation and economic development."

The 232,000-square-foot building will include state-of-the-art classrooms, laboratories and equipment. The facility will consolidate programs now spread across the campus, creating an environment for cross-disciplinary innovation and expanding the University's potential for breakthrough discoveries. The advanced energy features are projected to make the facility the most energy-efficient engineering building in the nation. The combined structure is projected to reach zero net energy consumption on an annual basis, and would become the largest such structure in the United States.

"Great minds working together can plant seeds of innovation that may never take root when those same people work alone," President Hogan said. "The ECE department has a rich legacy of achievement - from transistors and medical imaging to LED lighting, communications and computing - and this new facility is an investment that will pave the way for new generations of breakthrough technology."

Design work on the facility is complete, and bids will be opened October 12. Construction is expected to start in November, with completion expected by August 2014. The ECE Building will be built to achieve LEED Platinum certification, the highest designation for a structure's energy efficiency and environmental impact. In addition, a solar energy component is planned from separate funds.

The ECE Building construction will be overseen by the Illinois Capital Development Board, which administers all non-road, state-funded construction projects. The $95 million facility will be built with $47.5 million in state capital funds and $47.5 million in private funds from university donors.

Governor Quinn's Illinois Jobs Now! program includes $1.5 billion for higher education, including $788 million for public universities and $400 million for community colleges. The $31 billion program is expected to create more than 400,000 jobs over six years.

Advantage Illinois to Provide Access to Capital for Businesses and Entrepreneurs to Create Jobs and Grow the Economy

CHICAGO - October 5, 2011. Governor Pat Quinn today launched the Advantage Illinois program that is designed to provide Illinois businesses and entrepreneurs with access to the capital they need to start new companies and expand existing business. Advantage Illinois will leverage $78 million in federal funding that will allow businesses to bring innovative ideas and new products to market and accelerate job creation and economic growth in Illinois.

"Advantage Illinois will help Illinois businesses of all sizes increase innovation and competition, and expand and create good-paying jobs," Governor Quinn said. "In order to boost our economy, create jobs and compete in the global marketplace, we must provide businesses and entrepreneurs with the tools they need to grow."

The Advantage Illinois program is comprised of three program components to spur institutional lending, and one program to leverage private venture capital in start-ups and high-growth businesses:

Capital Access Program (CAP) assists businesses with various financing needs. It is designed to encourage financial institutions to make loans to small and new businesses that do not qualify under conventional lending policies.

Participation Loan Program (PLP) supports businesses with projects that create or retain jobs and/or modernize their businesses to improve competitiveness. One component of the program is devoted to Minority/Women/Disabled/Veteran-Owned businesses (MWDV PLP). The state purchases and subordinates part of the loan to help mitigate lender risk.

Collateral Support Program (CSP) establishes savings accounts or CDs that provide cash collateral support to lending institutions to enhance the equity and/or loan collateral levels of small business borrowers.

Invest Illinois Venture Fund Program (IIVF) is a new venture capital program to support young, innovative companies in Illinois that show high growth potential, can demonstrate their place in the market and already have other investors.

Starting today, the Department of Commerce and Economic Opportunity (DCEO) will be actively enrolling lending institutions that will, in turn, provide financing to businesses utilizing the CAP, PLP and CSP components of the program. Businesses will be able to begin accessing loans to use these funds when they have completed the appropriate paperwork with a participating lending institution. Program guidelines, including lender applications, and a regularly updated list of participating banks will be available at www.ildceo.net/AdvantageIllinois.

Businesses interested participating in the Invest Illinois Venture Fund (IIVF) may submit their applications online to DCEO at www.ildceo.net/AdvantageIllinois. The fund is also supported by the Governor's Illinois Innovation Council, which is actively working to execute strategies to enhance awareness of capital availability in Illinois and connect the dots between great ideas and the partners who can help turn ideas into companies and products.

Advantage Illinois builds upon Governor Quinn's commitment to enhancing business growth. The Advantage Illinois initiative is expected to generate a minimum of at least $10 in new private lending for small and medium-sized businesses for every $1 of federal funding, resulting in around $800 million of private sector investments and loans being pumped into the economy over the next few years. The Brookings Institution recently noted more than 95 percent of new jobs are derived from business expansions or start-up activity.

Funding for Advantage Illinois is being provided by the U.S. Treasury through the State Small Business Credit Initiative (SSBCI), which was created as part of the American Small Business Jobs Act signed into law by President Obama in 2010. The program will be administered by the Illinois Department of Commerce and Economic Opportunity.

"These funds will help creditworthy small businesses access the lending they need to invest and hire, providing a powerful boost for economic growth and job creation," said Deputy Secretary of the Treasury Neal S. Wolin. "Expanding access to credit will help ensure that more of Illinois' entrepreneurs and small businesses can invest in their local communities to put more Americans back to work."

"We are targeting investments in every area of the economy to help keep moving Illinois forward," said DCEO Director Warren Ribley. "Through this program, we are giving businesses a booster shot in the form of deploying new tools to ease the credit crunch they have experienced in recent years, improve the field of play and give Illinois companies an advantage against the competition."

In 2011, Governor Quinn's leadership has been instrumental in expanding the availability of more than $150 million in investment capital through enactment of the Technology Development Account II, implementation of the Angel Investment Tax Credit and now through the launch of Advantage Illinois.

Thanks Outgoing IDPH Director Dr. Arnold for His Years of Service

CHICAGO - September 30, 2011. Governor Quinn today appointed Dr. Craig Conover as acting director of the Illinois Department of Public Health (IDPH) and Jean Ortega-Piron as acting director of the Department of Children and Family Services (DCFS). Dr. Conover replaces Dr. Damon Arnold, who is leaving IDPH to create a Master's of Public Health degree program at Chicago State University.

"As he departs to pursue a new opportunity, I want to thank Dr. Arnold for his years of dedicated service to the people of Illinois," Governor Quinn said. "Dr. Conover's experience in a variety of medical fields will ensure that Illinois' public health system continues to protect and improve the health of the people of our great state."

Dr. Arnold's tenure at IDPH has seen the department winning a number of awards and grants, including a $24 million federal grant to implement its "We Choose Health" initiative, announced yesterday. Under his leadership, the department has consistently received top scores from the Centers for Disease Control for public health preparedness, and has transformed its grant tracking and monitoring system to increase accountability. Dr. Arnold also worked to secure public-private partnerships for the state's State Health Improvement Plan (SHIP) to improve the health of Illinois residents.

Dr. Craig Conover has held several positions at IDPH since 2002, currently serving as Illinois' chief epidemiologist and medical director of the office of health protection, where he is charged with responding to and preventing disease outbreaks. Before joining IDPH, he served as attending physician at the Emergency Department at the University of Vermont and Chairman of the Division of Infectious Diseases at Provident Hospital in Chicago. Dr. Conover holds a master's degree in public health from the John Hopkins School of Medicine and an M.D. from the University of Rochester.

The Governor also appointed Jean Ortega-Piron to serve as acting director at DCFS. Since 1996, Ortega-Piron has served as Deputy Director, Guardian and Advocacy, acting as guardian for all children committed to DCFS by Illinois' juvenile courts. In that role, she was instrumental in establishing the first-in-the-nation Memorandum of Understanding between a state child welfare agency and Mexico, and also established a system for monitoring psychotropic medications for state wards, described by the Chicago Tribune as the "gold standard" in the country. She has also served as the DCFS chief administrative law judge and administrator of the Appeals and Hearings Unit. Prior to that, she worked as chief legal counsel for the Illinois Department of Mental Health and Developmental Disabilities. Ms. Ortega-Piron is a graduate of Rosary College and the Chicago-Kent School of Law.

Federally-Funded Grants will Boost Public Safety Throughout Illinois by Supporting 90 Rural and Small Town Fire Departments

CHICAGO - September 30, 2011. Governor Pat Quinn today announced that 90 Illinois communities will benefit from more than $677,000 in federal grants to rural fire protection districts and fire departments. The Volunteer Fire Assistance grant program is a federally-funded program that provides matching funds to aid fire departments in the purchase of new equipment and training.

"This important program boosts public safety by helping many of Illinois' rural and small town fire departments upgrade their equipment and training," Governor Quinn said. "Homeowners and business owners throughout the state will benefit from this assistance to their local firefighters."

The Volunteer Fire Assistance grant program reimburses 50 percent of the recipients' costs for providing training and acquiring equipment to assist local firefighters. Grant recipients must make the initial financial outlay for the projects before being reimbursed. The grants announced today are supporting more than $1.3 million in local projects.

The U.S. Forest Service grant program is administered in Illinois by the Illinois Department of Natural Resources (IDNR), however no state funds are involved.

"Local firefighters will be able to do a better job of protecting property and lives in their communities thanks to the federal funds being used for the new equipment and training these grants support," IDNR Director Marc Miller said.

Affordable Care Act Funding Will Help Promote Healthy Living,
Control Health Care Spending in Communities across Illinois

CHICAGO - September 29, 2011. Governor Pat Quinn today announced that the U.S. Department of Health and Human Services (HHS) has awarded Illinois a $24 million grant to support public health efforts to reduce chronic diseases, promote healthier lifestyles, reduce health disparities and control health care spending. The award, $4.8 million per year over five years, was made through a highly competitive national application process for Community Transformation Grants, an initiative of the Affordable Care Act.

"Chronic diseases, such as heart disease, cancer and diabetes, are leading causes of death, disability and rising health care costs," Governor Quinn said. "This grant is the result of federal health care reform, and will support our initiatives to help Illinois' citizens lead healthier lives. A healthier population will also help our businesses and boost our economic growth by controlling the cost of medical care and health insurance."

The Illinois Department of Public Health (IDPH) was one of only 35 grantees to receive funds to implement proven methods to improve health and wellness. The CDC received 213 eligible applications for Community Transformation Grants (CTG), and awarded a total of 61 grants.

The CTGs focus on three priority areas: tobacco-free living; active living and healthy eating; and quality clinical and other preventive services, specifically prevention and control of high blood pressure and high cholesterol. The grants will support planning and implementation of state and community projects proven to reduce chronic diseases.

The IDPH and its state and community partners will implement "We Choose Health," a statewide initiative to reduce chronic diseases. This partnership includes several state agencies, local organizations, health providers, schools, businesses and other community groups.  Strategies will be targeted toward serving residents in rural counties and racial and ethnic minority groups in urban areas to reduce health disparities.

At the state level, efforts will include increased enforcement of the Illinois Smoke Free Act, promoting breastfeeding and training health workers. At the community level, efforts will be directed to consumers, health care providers, businesses and educational institutions. Programs will focus on reducing exposure to second-hand smoke and discouraging access to tobacco; increasing screening and treatment for tobacco-related illness, hypertension and high cholesterol; improving nutrition; and increasing physical activity.

This grant will dovetail with Illinois' State Health Improvement Plan (SHIP), a prevention-focused, comprehensive approach to improving the health of Illinois residents. In July, the Governor appointed the SHIP Implementation Coordination Council, which will also work collaboratively with the Governor's Healthcare Reform Implementation Council to promote statewide improvements in public health.

Illinois' Grain Industry Could See Boost of As Much As $575 Million

SPRINGFIELD - September 27, 2011. As Governor Pat Quinn continues his efforts to increase Asian investment in Illinois, officials from the Quinn administration today announced a major agricultural trade agreement with Taiwan. Representatives from the Department of Agriculture hosted members of a Taiwanese trade delegation in Springfield as part of a goodwill mission designed to further a long-standing trade relationship.

"Illinois' products are the best in the world, and we are committed to selling those products in the global marketplace," Governor Quinn said. "Agreements that help us increase trade with Asia are essential to ensuring our role as a leader in the global economy and bringing good jobs home to Illinois."

The 22-member delegation from Taiwan agreed to import additional Illinois grain in 2012 and 2013 and signed letters of intent with the Illinois Corn Growers Association and the Illinois Soybean Association during a visit to the Abraham Lincoln Presidential Library.

"The Illinois agriculture industry is dependent upon export agreements like this," Agriculture Director Tom Jennings said. "Forty percent of Illinois grain is shipped out of the country and we thank the Taiwan Feed Industry Association and the Taiwan Vegetable Oil Manufacturers not only for their business, but also for their long-standing friendship."

The Taiwan Feed Industry Group signed commitments to purchase 303 million to 413 million bushels of U.S. corn and 0.5 million to 0.75 million metric tons of corn by-products. Illinois will supply approximately 43 million to 59 million bushels of the corn. At current prices, the deal is worth $288 million to $393 million to the state's corn growers.

"Illinois farmers are pleased and encouraged by the sale of Illinois corn and corn products to the Taiwanese," said Illinois Corn Marketing Board Chairman Bill Christ. "Even though this has been a tough year, Illinois farmers remain reliable producers, and Taiwan continues to be a valued customer."

The delegation, which also included representatives from Taiwan's Vegetable Oil Manufacturers and Oilseed Processing Association, signed similar letters outlining its intent to purchase up to 118 million bushels of U.S. soybeans.  Illinois' share of the transaction is around 14 million bushels, or $182 million worth, of soybeans.

"We thank Taiwan for their continued support of our industry and Illinois soybean producers," said Illinois Soybean Association Chairman Matt Hughes. "We look forward to building a stronger relationship with them, especially since more than half of our soybeans are exported to countries like Taiwan each year."

This year Taiwan is the sixth-largest export market for U.S. agricultural products and the fifth-largest market for U.S. corn and soybeans.

While here in the state the delegation will visit a central Illinois farm and tour a rail terminal grain elevator before continuing on its U.S. tour.

Continues Business and Economic Trade Mission throughout Asia

SPRINGFIELD - September 26, 2011. Governor Pat Quinn today announced that Japanese manufacturer Sakae Riken Kogyo Co. is investing $35 million to expand its Peru facility and create 25 new Illinois jobs. Today's announcement is one of several business and economic partnerships the Governor has announced during his trade mission throughout Asia, and builds upon his aggressive goal of doubling exports by 2014.

"The relationships we're building as a result of our outreach in the Asia market will help Illinois maintain its global standing and create jobs for us at home." Governor Quinn said. "This project is another example of a strong Japanese company making the decision to locate or expand its domestic operations in Illinois where a company can not only thrive but build for the future."

Sakae Riken Kogyo Co, which is operating under the name of Eakas Corporation, will expand its existing facility in Peru from 257,000 square feet to 537,000 square feet in order to support its next generation of manufacturing. Eakas Corporation produces plastic parts and other decorative trims for the automotive industry. Completion of the new plating line will make Eakas the only manufacturer in North America to provide color molding, paint, hydrographics™ and chrome decorative finish components under one roof.

The Department of Commerce and Economic Opportunity (DCEO) is providing a $675,000 Community Development Assistance Program (CDAP) Flex Grant to the village of Peru to assist with local infrastructure improvements in support of the facility. Illinois' CDAP program - known nationally as the Community Development Block Grant (CDBG) program - supplies federal funding for community-based projects. Communities with populations of 50,000 or less can apply for CDAP-Flexible Opportunity grant funding to support a variety of projects that provide significant community benefits but fall outside of other CDAP program parameters.

"The Peru facility will provide a much greater global presence for Eakas Corporation, with farther reaching global expansion slated in the future for Sakae  Riken," said Tom Mori, president, Eakas Corporation. "The long-term, outstanding effort by the current and past Eakas employees has allowed Eakas to enjoy the reputation of being an outstanding supplier of decorative parts in the automotive industry and is the primary reason why we are expanding in Illinois. This project wouldn't have been possible without the outstanding efforts of Governor Quinn, the state of Illinois and the city of Peru."

The state of Illinois is also providing Eakas with a $50,000 grant through the Illinois Jobs Now! capital program. DCEO is administering a $334,250 business investment package consisting of tax credits spread out over a 10 year period to support job creation, and a job training grant to help the company's workforce remain on the cutting edge. The company is also eligible to receive local benefits from being located in an Enterprise Zone. The city is providing enhanced infrastructure capabilities including waste water treatment and electrical capacity.
